Position Summary

This Information Technology Manager position within the Refining Digital department will have responsibility for the Knowledge and Data Excellence Team. This role will be responsible for Product Management of both the Knowledge Management and IIoT Historian Product Teams. This role will work closely with peers across the Refining Digital Product stack to prioritize and develop value added and innovative solutions. They will partner with Refining Directors to drive the right priorities and digital adoption of capabilities within the team’s scope and communicate aligned business outcomes.

This position is accountable for business results primarily achieved through the work of others. Manages staff, sets direction, and deploys resources. Has responsibility for employee development, performance reviews, pay reviews, and staffing decisions.

Accountable for day-to-day activities of a team of technical specialists and managed service providers responsible for the Refining Data Historian (PI), Document Management (OpenText), and in house Azure capability developed Knowledge Management tools. They will be responsible for leading the delivery of solutions with heavily integrated architecture and a product-oriented capability focus. Managing and planning feature enhancement through a prioritized backlog will be key to mature capabilities, technology, operational efficiency, and cost effectiveness – all with an end user experience orientation.

The ideal candidate will have experience with Operational Technology (OT) principles and complex architectures inherent in a Time Series Data Historian product. They will have a proven track record of delivering solutions and collaborating with various stakeholders across different functions and locations.

This role will proactively work closely with peers across the Digital organization, Infrastructure and Cybersecurity as well as Refining and EAM business partners to effectively collaborate on solutions and priorities.

Key Responsibilities

  • Manages the day-to-day operations of a team of Business Analysts and Product Owners as well as service providers supporting technical applications needed to deliver the team’s capabilities, provide guidance, mentorship, and support to ensure team assignments are completed in accordance with established guidelines and advise on conflicting priorities while focusing on continuous learning and leading technology concepts.
  • Understands the overall organizational and technical vision and collaborates with management to set team goals that translate into actionable plans at the team level. Recommend, develop, organize and communicate roadmaps to set priorities. Assign appropriate Digital personnel to roadmap activities, monitor and expedite activities, and oversee problem resolution.
  • Collaborate with key business and digital stakeholders to identify technology needs and opportunities and works with internal digital groups to provide effective solutions to address business needs. Develops continuous improvement techniques.
  • Maintain a culture of innovation, collaboration, and continuous improvement and lead the team through periods of change and transformation.
  • Implement a Knowledge Management strategy to deliver Large Language Model and GPT functionality to users across the Refining Organization.
  • Participate in the market and solution assessments to address new or enhanced business capabilities.
  • Build and maintain relationships with in-scope vendors.
  • Ensures the availability, sustainability, reliability, and security of technology systems, implementing appropriate measures to protect sensitive information and prevent disruptions.
  • Plan, resource, and provide direction and technical leadership for low- to medium-complexity IT projects and efforts, ensuring they are delivered on time, within budget, and meet quality standards. Manages the department project portfolio effectively through governance and planning processes.
  • Assists in the development and management of the department expense and capital budgets, tracking expenses, and ensures that resources are allocated effectively to meet business requirements.
  • Stays abreast of the latest technology trends, industry advancements, and regulatory changes, and makes recommendations for adopting new technologies to improve operational efficiency.
  • Assesses and identifies technology needs and opportunities within the IT and Oil & Gas industry, making recommendations for system enhancements, upgrades, or replacements. Continuously seeks opportunities to optimize processes and workflows as well as foster knowledge sharing and collaboration with the client groups.
  • Partners with leadership to develop strong business cases (with a focus on outcomes and key results) for technology initiatives.
  • Assist in the development of IT policies, procedures, and standards that are in line with area of responsibility and industry standards. Ensures compliance with established policies, procedures, and standards and ensure compliance with standards to achieve “Effective” audits
  • Responsible for recruitment, development, retention, performance management of talent to meet needs of the business.

Education and Experience

  • Bachelor's degree in Computer Science, Information Technology, Management Information Systems, Engineering, Business, or other computer-related degree required.
  • 10+ years of diversified digital and/or OT experience required
  • 3+ years of experience leading professional staff required
  • Strong communication and change leadership essential for this dynamic and evolving area
  • Expertise in Product Management and Agile processes required with SAFe Agile a plus
  • Experience using or managing a Time Series Data Historian required with Aveva PI a plus
  • Experience implementing an enterprise Document Management tool a plus

• Bachelor's degree in Computer Science, Information Technology, Management Information Systems, Engineering, Business, or other computer-related degree required
